Organizational Capacity Assessment and Institutional Needs Assessment of Civil Society Organizations and Key population networks

Key population networks and community organizations are strategic to meeting the goals and objectives of HIV prevention and response. Empowering relevant KP networks and CSOs through capacity building and institutional development is important to ensure their ability to participate and contribute to the national HIV prevention and response. The review of the package of HIV services for Key Populations explicitly pointed out the need for capacity building and institutional development of community networks and Key populations.  The three key population organizations in Bhutan namely Rainbow Bhutan, Lhak-Sam and Chithuen Phendey Association need considerable support in terms of their organizations’ institutional development and building skills and capacities of their staff and community members. A Capacity Needs Assessment of the three organizations was carried out to understand their current capacity and organizational development situation needs and aspirations and prioritized capacity building activities that will be pursued under the SKPA project in 2021 from the costed capacity building and institutional development plan.

Intensive focused group discussions and interviews were initiated with the three identified organizations to assess their capacities and institutional development needs and the draft capacity assessment report was finalized in consultation with them. Priority capacity building actions were also identified with KPs for implementation in Y3 (2021) of SKPA.  Some of the priority actions are - development and revision of organizational policy documents and manuals; proposal writing and project management trainings; leadership training; development of database management system; and training and development of resource mobilization strategy.
