Asia Sub Regional Office (ASRO) Liaison Manager (based in Thailand)

The Opportunity

Save the Children operates in Thailand under two organizations, namely: the Save the Children International Sub-Regional Office (ASRO); and Save the Children Thailand Foundation (SCT). The ASRO oversees sub-regional programmes and the SCT Foundation implements a variety of development and humanitarian programs aross the country.

The Liaison Manager’s primary duty is to provide quality support to SCI ASRO staff and ensure the fulfilment of SCI ASRO’s statutory requirements in coordination with the SCT Foundation.

The Liaison Manager will be responsible for a variety of administrative processes, including but not limited to: liaising with the relevant Govt departments including the submission of work plans, semi-annual reports, and licensing renewals; facilitating administrative requirments and information flow in coordination with SCT; liaising with local legal counsel; and, staying abreast of changes to RTG policies, procedures and practices relating to INGOs

Key Responsibilities

Government, Legal and External Affairs

• Responsible for ASRO’s government affairs and compliance with respect to RTG registration issues, particularly with the Ministry of Labour and other relevant Ministries as required.
• In consultation with key stakeholders, prepares, translates and submits workplans and six-monthly reports of SC activities in the region to the MOL.
• Prepares and submits the necessary documentation and application for the ASRO’s license renewal every two years.
• Keeps abreast of changes in the laws, regulations, and procedures relating to INGOs as well as international and national staff in Thailand.
• Coordinates with SCT to prepare and manages appointments for senior ASRO staff and visitors with the UN, INGOs, Embassies, Donors, and other key stakeholders.
• Facilitates correspondence and communications with ASRO’s legal counsel as requested and takes follow up actions as required.

Internal liaison and administrative support

• Acts as a focal point for ASRO staff resident or visiting Thailand on SC business (except participants of int’l workshops/conferences) to assist with their administrative requirements and ensure coordinated engagement with SCT.
• Ensures appropriate information related to legal, safety and security, health and administrative issues are communicated clearly and on a timely basis to ASRO staff and visitors.
• Ensured that key information related to ASRO staff and visitiors is recorded and kept up-to-date.
• Assists international staff with visa/work permit applications, accompanying them to the relevant RTG offices
• Acts as the main SCT point of contact for ASRO and facilitates productive collaboration between the two entities.
• Participates in selected management meetings, taking minutes as necessary

Other (Coordination)

• Assists the Head of ASRO (or takes the lead) on Regional Office special projects.
• Other tasks and responsibilities as defined by the line manager.
